The emergency protect page is a page that will be used to automaticcly protect a page if it has been vandilized to much. When you try to edit a page that has been protected, 90% of the time, it will say that the page was blocked by me (because I made this page) 10% of the time it will say it was blocked by the emergency protect page. (yes, it will be written in bold)
